The 70% Plan for Planetary transformation is based on the US Marine Corp Management Principles article 1, which states:

“Aim for the 70% solution. It is better to decide quickly on an imperfect plan than to roll out a perfect plan when it is too late.”

Originally composed to be delivered to the 18th World Peace Congress, Malaysia, in October 2008, the 70% Plan was subsequently extended to form the 80 page document of its current form. The entire document can be downloaded as a pdf - 70% Plan.

The plan outlines the arenas of collective reality that will require change in assembling a dharmic reality for all people, which is the condition of the 5th World (Golden Age). This Golden Age will establish as the 4th World (military industrial complex) goes through the inevitable entropy that is current reality. The entropic condition of current reality is brought about through the limited understanding encapsulated by the 2nd Law of Thermodynamics - "The heat death law".

The arenas outlined in the 70% Plan are mirrored here on the GFC Network site. The core principles of GFC include 'promote before protest'. While awareness of dysfunction is a primary requirement of any healing process, the network exists to promote awareness of viable solutions that do exist. The arenas of required change are reflected and extended in the catagory structure of the netwrork.

The primary arenas that must undergo change, as detailed in the 70% Plan are:-
